its either due to recessive genes from a previous ancestor with blue eyes from either side of his parent's lineage or maybe due to a mutation of the genes responsible for eye color, in cases of recessive genes, the triats may necessarily be from both sides of the parents, in other for the formation of the feature.

many children are born with blue eyes but after they are born, the pigment in the skin begins to take more dominance, where the gene responsible for eyes color acts to assert pigment. While in other cases the genes do not work, resulting in permanent blue eyes
