Governor Aminu Masari has signed into law mandatory death sentence for anyone convicted of cattle rustling or kidnapping in Katsina State, according to a report by Channels Television.
 
Similarly, the offence of rape carries the mandatory sentence of life in addition to fine and compensation to victim.

This what  Buhari  should have  done  from his first day in office. Kidnapper  should have been shot in public to set examples to wanna bees.
