Education is defined as the transmission of life experience from a generation to another, the knowledge of good manners and the behaviour in society. Researchers define policy development as a decision–making process that helps address identified goals, problems or concerns. Most school of thoughts when contacted defined Education policy as a general statement containing principles, regulations and rules, which govern many of the decisions on how to educate children where to get them educated, where to get them employed, who to teach them, hot to finance their education, and so on. According to him, educational policies are vital to the achievement of the goals of the educational system. Most Researchers observe education to be the bedrock of any society. He opines that the issue of falling standard of education and the inability of Nigerian education to meet its desired goals becomes a great concern to every reasonable citizen.
Education is a very veritable tool to achieve success. Education can simply be defined as a process of receiving and giving systematic instruction with the aim of impacting knowledge in the learners and transforming the society positively. The various goals of education in Nigeria include creating an egalitarian society, imbibing the culture of creativity in individuals, transforming learners to informed decision markers in the society and passing on the needed knowledge to the future generation. Education is surely a link to prosperity as it affects all the sector of a nation’s economy. Both the formal and informal education aim at inculcating the needed knowledge in the learners and thus, provide quality and skill workers in all sector of the economy of a nation. To attain the goals of education, a planned course of action which serves as a guideline for the attainment of the goals of education is needed.
A policy brings about a meaningful relationship between business objectives and organizational functions as it discourages deviations from the planned courses of action. Policy on education serves as a basis through which actions are taking to achieve the goals of education. State policy plays a critical role in setting the course for public education. States have primary authority for public education and, over the past 30 years, have taken on an even greater role in expanding the laws with which schools must comply. The shift to states taking a more proactive role in efforts to improve education outcomes has accelerated during the past decade. State legislatures, in particular, have taken a more direct role in setting standards, requiring assessments, and evaluating teachers and administrators, among other issues, and in some cases they have weigh into areas traditionally under the jurisdiction of state boards of education. As the legislative role continues to expand, understanding how lawmakers see that role, the challenges they face, and how they are influenced is critical for advocates seeking to reach this influential group and improve the quality of state education policy. The gap between state educational policies and goal attainment due to inadequate implementation of these policies by the legislature has become issue of great concern to many observers over the years.
The education sector is guided by the National Policy on Education and several coordination mechanisms have been put in place to ensure that the highest standards are maintained in curriculum, infrastructure and manpower development. Successive governments especially the state governments have tried to address the issue of educational development through some educational–related programmes and policies e.g. UBE. This means that, the persisting low standard of education after so much input could not promote sustainable development and must therefore be improved.
Many nations around the globe now agree that the way out of series of bondages plaguing their nations and their citizens is through quality education. For these to be totally achieved the educational standards should be high, meaning that the system of education that should be made available for students must be the one that takes into account technology and academic education and all that is required to sustain its quality so as to make it well functional and effective to meet the needs of students and the society. This research work is carried out with the main purpose of knowing the main features of the present Nigerian educational system, with interest in general education policies in Nigeria so as to find out the state of Nigerian educational system in general.
Nigeria seems not to be growing educationally but rather diminishing and this has affected every facets of life in Nigeria. Nigeria still remains technologically disadvantaged even in the face of transferred technology and faces greater measures of power failures in the 21st century. Most of the graduates are incompetent and unskilled and all over the place there are a lot of illiterates that can neither read nor write even in the face of UBE.
Legislature in Nigeria has failed to justify its role in national development in lawmaking, oversight functions and representational function. State house of Assembly members are individuals drawn from different constituency to defend the interest of their constituency and the corporate existence of the country, but because most of them do not understand their roles, influence of godfathers in their emergence and greed, law-making has become a money making venture. The oversight function of the legislature is such that will make the political office holders and others in position of authority render their stewardship any time called upon for such. On the Contrary, the oversight functions of the legislature are selectively performed on targeted individuals that are not in their good record of either the legislatures or the executive that have the overbearing power to control the legislature. The legislative members are at best representing and protecting their personal interest as against the interest of the people in their constituency.
