So, What's stopping you? The girl likes you but she is being very cautious. I suspect she has had a lot of failed relationships in the past and wants to go about this one carefully. She knows that investing your heart in a relationship before investing your body may scare the man off. I think she tends to sleep with guys first before she decides whether she likes them or whether or not the relationship will work. She's tired of that life and probably wants a 'Friends with Benefits' relationship where she won't get hurt. Since you like the girl, What would you prefer to do? I would take the relationship as it comes and try not expect too much or too little. I think that is how you handle such situations.
