Create as many states as possible. Let the viable ones stay and those not viable should form merger states. If a village wants to become a state let it be, if it cant stand,it will look for another to merge with. There are some ethnic groups in Nigeria viable and large enough to form states, but are kept under the unnecessary burden of other groups. One of the basis for such creation should be SIZE + VIABILITY.
