Over forty Civil Society Organisations in Nigeria, on Tuesday, alerted that the House of Representatives was acting too fast in its bid to pass the Control of Infectious Diseases Bill.

The bill to make vaccines compulsory was co-sponsored by the Speaker, Femi Gbajabiamila, Reps Pascal Obi and Tanko Sununu.

The Coalition of United Political Parties (CUPP) already alleged that the Green Chamber of the National Assembly had been offered money to pass the bill despite no input from stakeholders.

The bill passed first and second reading at plenary under controversial circumstances.

The CSOs, in a joint statement by Centre for Democracy and Development, Civil Society Legislative Advocacy Centre, Say No Campaign, Amnesty International, Yiaga Africa, Human and Environmental Development Agenda, International Press Centre, among others, said the bill almost passed third reading in April before it was resisted by some vigilant members.

The civil society community opined that the legislative and policy measures currently being implemented in response to the COVID-19 pandemic are inadequate to respond to and manage the challenge of infectious diseases with grave implications on the country.

The coalition lamented the House of Representatives’ attempt to give accelerated passage to such a critical legislation like the Control of Infectious Diseases Bill without consultation and inputs from relevant stakeholders and the public.

“We understand that the House is resolute to pass the bill and it has fixed Tuesday, May 5, 2020 for presentation of the report of the Committee of the Whole and clause by clause voting on the bill without public hearing or consultation with relevant stakeholders. This runs contrary to the principles of effective and inclusive lawmaking.

“The Bill violates key principles of legislative drafting rules mandating laws to be simple, clear and unambiguous. This leaves room for significant amount of discretion on the part of the implementing authorities and limits the rights of citizens and respective institutions to question decisions taken in the exercise of the powers provided in the Bill.

“There is therefore the need to clearly define terms used, extent of powers granted, and penalties for breach. For instance, the proposed Bill makes an attempt to define ‘surveillance’ in its interpretation section but fails to provide a clear definition on the reach and extent of the power to demand public health surveillance program and regulating framework.

“Throughout, the Bill is referred to as an “Act” implying that the proposed document is already an enacted legislation (Act). In addition, the Bill does not define who constitutes a health worker, which, as defined in the Bill, as anyone appointed by the Director General. In addition, we have concerns with Clause 74(1) and (2), which deals with the collection of fees, charges and moneys, and some payments to be made to the Consolidated Fund or the agency,” they said.

They demanded that the House of Representatives subject the bill to public scrutiny by embarking on stakeholder consultations and a public hearing to harness public inputs into the legislation.

The coalition asked the the House to utilize the opportunity provided by the reviewed lockdown policy to consult with relevant stakeholders and the people.

They called for review of all provisions of the bill that foster inter-agency conflicts and abuse of power and undermine constitutionally guaranteed rights and are contrary to the rule of law and Nigeria’s International human rights obligations.

, the CSOs added.

The Nigerian Navy disciplinary panel on the April 30, 2020, arrested popular Instagram comedian, Cute Abiola also known as Ankara Gucci over what they deemed as public misconduct

on the side of the young Naval Officer on his birthday.

It should be recalled the young talent took to social media to share adorable photos of himself rocking the Nigerian Naval military camouflage to celebrate his birthday on the 28th of April, 2020.

He also, on the same day, shared how he got a brand new car from a fan as his birthday gift.

According to an Instagram post made by the comedian today, May 4, 2020, he revealed to the general public that he has been released from detention.

The comic act noted that he had learnt big lessons never to be forgotten in a hurry but pleaded not to talk about the experience.

He went on appreciate his friends, family and well wishers for their prayers and support towards ensuring he was released.

He wrote in his post,

Ex-Senator, Dino Melaye has sued the speaker of the House of Representatives and the entire chamber for an attempt to pass a bill on Infectious Disease Control that will mandate compulsory vaccination.

The lawmakers who introduced the bill during plenary last week, said it was designed to prevent the spread or possible outbreak of infectious diseases.

The bill which is being sponsored by Gbajabiamila, seeks amongst other things, to empower the Minister of Health to convert any building into an Isolation center during a pandemic or health crisis while the police would be able to arrest any individual suffering from an infectious disease without a warrant.

Section 15 (1) of the bill reads,

“The minister may, for the purpose of preventing the spread or possible outbreak of an infectious disease, by notification in the Gazette declare any premises to be an isolation area.”

Subsection 2 reads,

“A notification under subsection (1) shall be effective until the expiration of such period as may be specified in the notification or until it is revoked by the minister, whichever occurs first.”

Subsection 3 reads,

Quote
“The Director General may, in relation to an isolation area, by written order prohibit any person or class of persons from entering or leaving the isolation area without the permission of the Director General; prohibit or restrict the movement within the isolation area of any person or class of persons; prohibit or restrict the movement of goods; require any person or class of persons to report at specified times and places and submit to such medical examinations, answer such questions and submit to such medical treatment as the Director General thinks fit; authorise the destruction, disposal or treatment of any goods, structure, water supply, drainage and sewerage system or other matter within the isolation area known or suspected to be a source of infection; and prohibit, restrict, require or authorise the carrying out of such other act as may be prescribed.”

The bill also proposes for a polie officer to have the power to arrest, quarantine violators without warrant

Subsection 4 reads,

“A Health Officer or a police officer may take any action that is necessary to give effect to an order under subsection (3),” while subsection 5 reads, “Any person who, without reasonable excuse, contravenes an order under subsection (3) shall be guilty of an offence.”

Subsection 6 reads

Quote
“A person who leaves or attempts to leave or is suspected of having left an isolation area in contravention of an order under subsection (3) may be arrested without warrant by any Health Officer or by any police officer, authorised in writing in that behalf by the Director General.”

While subsection 7 reads

“Goods brought into or removed from an isolation area in contravention of an order under subsection (3) shall be forfeited to the Government and may be seized, dealt with and disposed of in accordance with section 55(2) and (3) as if those goods were any substance or matter referred to in section 55(1)(c).”

The bill also prescribe a six months jail term for violators of NCDC's quarantine order.

Section 79 (3) prescribes a N500,000 fine and six-month jail term for persons who violate the quarantine restriction or refuse to take vaccinations in case of an outbreak or a suspected outbreak of an infectious disease in Nigeria such as the ravaging COVID-19.

“The Minister may, in making any regulations, provide that any contravention of or failure to comply with any regulation shall be an offence punishable with a fine not less than N500,000 or to imprisonment for a term not exceeding six months or to both.''

Section 13 of the bill also sought to give the NCDC Director-General the power to order the isolation of people having or suspected to have an infectious disease for a period of time subject to the discretion of the DG. It added that such persons, including those who have recently recovered or being treated for such a disease, remain in isolation or be treated in their own dwelling place.

Section 17, under Abatement of Overcrowding, the bill prescribes that if in the opinion of the NCDC DG, a building is so overcrowded as to expose the occupants to the risk of infection by an infectious disease, the DG may by written notice direct the owner or occupier of the building to abate the overcrowding or to close the building or part thereof within the time specified in the notice.

The bill listed no fewer than 45 diseases. They include Acquired Immune Deficiency Syndrome, Avian Influenza, Campylobacteriosis, Chikungunya, Fever, Cholera, Dengue Fever, Dengue Haemorrhagic Fever, Diphtheria, Encephalitis, Viral Haemophilus Influenzae Type b Disease, Hand, Foot and Mouth Disease, Hepatitis,  Viral Human Immunodeficiency Virus Infection, Legionellosis, Leprosy, Malaria, Measles, Melioidosis, Meningococcal Disease, Mumps, Nipah Virus Infection, Paratyphoid, Pertussis, Plague, Pneumococcal Disease (Invasive), Poliomyelitis, Rubella, Salmonellosis and Severe Acute Respiratory Syndrome.

Others include Swine Influenza, Typhoid, Tuberculosis, Yellow Fever, segxwally Transmitted Infections such as Chlamydia Genital Infection; Genital Herpes, Gonorrhea; Non-Gonococcal Urethritis; and Syphilis.

The second schedule of diseases include; Dangerous Infectious Diseases, Plague, Severe Acute Respiratory Syndrome, Yellow Fever, Coronavirus disease, Diphtheria, Measles, Polio, and Meningitis.

Melaye has joined many other Nigerians to condemn the bill which has been widely described as Colonial and Draconian. In his reaction, Melaye said the bill is against the constitution of the Federal Republic of Nigeria and an outright abuse of the human rights of Nigerians. He pointed out that the bill amongst other things encourages forceful vaccination of persons against their wish.

On Monday morning, he approached the Federal High Court Abuja to file a lawsuit against the Speaker, Femi Gbajabiamila. Others joined in the suit include the Clerk of the National Assembly, Clerk of the House of Representatives, Attorney General of the Federation and the Inspector General of Police.

Newsman, Gbolahan Adetayo reportedly placed a call to the executive governor of Theater And Motion Picture Practitioner Association of Nigeria (TAMPAN) Oyo State Chapter, Yeye Rose Odika who confirmed that the actor is not dead.
 
In a new video making the rounds, the actor confirmed that he is alive responding to treatment.

“I’m not Dead, I am alive, this is me speaking with you live and direct, may God not take my life in hurry. Indeed, I am not healthy and that is why I am receiving treatment. I really appreciate your supports. To those who sent donations for my treatment, I pray that God will continue to bless you. You shall not reap it like this. he said.
 
Meanwhile, four days ago, the family of the actor asked for public assistance as his health deteriorates.
 
The request was for financial help contained in a release issued by one of his sons, Akinpelu Akeem Abidemi.
 
Abidemi claimed that the children of Gbolagade Akinpelu are using the medium to appeal to all indigenes of Ibadanland, Oyo State, and Nigerians as a whole to provide financial assistance for the treatment of their father who has been battling with an unknown sickness for some years.
 
He also said that they have spent and sold all resources at their disposal but all to no avail. He said they are asking for help from the public in order not to lose the ailing film actor.
 
He enjoined people across religious beliefs to pray for his father and to also pray for intending donors that their pockets will never dry.

On the 29th of April 2020, Love Divine Ike (Picture Kodak) was in the dance studio, on the premises of Capital Dreams Pictures, with 5 other team members and myself – 7 people in total.

At about 7:30 pm on the same day, while in another office – a building beside the dance studio, on the same premises, some people who were said to be with Love Divine at the time, rushed in and called my attention to the fact that Love Divine had collapsed.

We immediately rushed her to the nearest hospital, which refused to let us into their premises, let alone admit her. They assumed she was a Covid-19 patient.

We tried, but we were not able to gain entry into a second hospital. We eventually got her to a third hospital where she was pronounced dead 30 minutes after arrival. I was not physically in the same room as her when the incident occurred, and when I inquired, I was told by those present at the scene that Love Divine, while taking a break from the dance session, was sitting on one of the metal sliding door rails, charging and using her phone plugged to an extension box.

The witnesses didn’t realize anything was wrong, until they saw she had laid down, and they noticed smoke coming from her chest area. She was said to be electrocuted, her phone was found on her chest, with severe burn marks, and the phone’s imprint on her chest.
  
The witnesses were taken to the Ojodu Police Headquarters straight from the hospital where statements were taken and the phone (which had traces of burnt flesh on it) was deposited.

The following day, the Police conducted an examination of the body and were taken to the scene of the incident for further examination. The Police are currently carrying out a full-scale investigation into the events that occurred, and an autopsy will be carried out, with the full permission and consent of her family.

Please note that no one has been charged or arrested, by the Police. The witnesses and I willingly made ourselves available to the Police and we have all pledged our full co-operation, through every part of this process. I will be helping out in every possible capacity.

Love Divine and the entire WestLifeCrew was a huge part of Capital Dreams Pictures, and losing her hurts us all deeply. She was an exemplary person, and a legend in her own rights. We will miss her very much.
  
Words will never be enough to describe what her family is going through in these things trying times. My thoughts and prayers are with them, and I ask God to grant them all the strength & fortitude at this time.
  
This is a truly difficult time for us all, and we’re asking for a lot of patience and goodwill from the general public, in these difficult times.

In yet more grim milestone for Nigeria, the National Bureau of Statistics (NBS) says about 82.9 million Nigerians are living in poverty.

This was contained in the 2019 Poverty & Inequality in Nigeria report by the NBS, saying the figure represents 40.09% of the country’s population.

The report posits that 52.10% of rural population are living in poverty while the poverty rate in urban centres is 18.04%.

This however represents an improvement from the last poverty data released by the NBS in 2010 which claimed 60.9% of the population was living in poverty. Nigeria’s population at the time was put at 112.4 million, translating to 68.4 million people living in poverty.

The NBS, together with the World Bank, used the Nigerian living standards survey (NLSS) to measure poverty and living standards between September of 2018 and October of 2019.

For the study, the NLSS measured poverty using the consumption expenditure rather than income.

The data, however, excludes Borno State, which is still reeling from the ravaged of Boko Haram insurgents.

Last year, Nigeria overtook India as the poverty capital of the world with over 90 million Nigerians living below the poverty line.

A recession in 2016 – Nigeria’s first in 25 years – and the present downturn occasioned by the COVID-19 pandemic – have had an overall devastating effect on the livelihood of many Nigerians.

The country has also been rocked by incessant killings by so-called herdsmen, dealing a crippling blow to farming in rural communities.

Seventeen Chinese nationals have been apprehended by the Osun state govt for illegal mining in the state.

Abdullahi Binuyo, the Deputy Chief of Staff to Governor Gboyega Oyetola, disclosed this on Sunday in Osogbo.

According to him, the suspects were arrested following a coordinated sting operation in Ilesa and Ife areas of the State.

He said the miners have been polluting Osun River with poisonous metals aside the economic leakages, thereby making it unsafe for human consumption and irrigation.

“We intend to prosecute them and also make sure they pay compensation,” Binuyo said.

He noted that as part of government’s economic reforms, solid mineral is a major sector the State is exploring, adding that for these reforms to work, it was now imperative to stop illegal mining and step up enforcement activities.

The governor’s aide added that

“These people neither have genuine mining licences nor are they registered with the government.

“What they claim to have is Exploration Licences; that does not permit them to mine the way they are doing.

“So, we will prosecute them and make them pay damages.

“Apart from flouting government’s order to stay at home so as to contain the spread of COVID-19, they have created environmental disaster for us by poisoning our river which is a major public health concern.”

A 45-year-old man, Ochieze Chinedu Jude, has been arrested by the Imo State Police Command

According to report the man was alleged to have chained his three children, Success aged 12, Richard, 11 and Confidence, and locked them in a room where he subjected them to bouts of torture on the suspicion that they were responsible for his poverty.

The command’s spokesman, Orlando Ikeokwu, disclosed this in Owerri on Sunday, adding that the three children have been rescued and taken to the hospital for treatment.

“On the 26/4/2020, based on credible intelligence, operatives of the command stormed Aboh, Umulolo, Okigwe Local Government Area and arrested one Ochieze Chinedu Jude, male, 45 years old.

“Preliminary investigation revealed that he kept his children in chains and locked them up in a shop and goes to hit the kids with a hammer intermittently claiming that they are the architect of his misfortune.

“The children have been rescued and taken to the hospital for treatment. He will be prosecuted accordingly”,
