Federal Government-owned refineries, located in Port Harcourt, Kaduna and Warri, lost over N231bn in the last four years as the proposed rehabilitation of the plants suffered a setback.

The Port Harcourt Refining Company has two refineries, while the Warri Refining and Petrochemical Company and the Kaduna Refining and Petrochemical Company have one each.

The refineries lost N34.57bn from June to December 2015; N8.64bn in 2016 (data for January to August showed); N47.19bn in 2017, and N132.51bn in 2018, according to the Nigerian National Petroleum Corporation.

When President Muhammadu Buhari assumed office on May 29, 2015, all the refineries were not processing crude oil, with Port Harcourt refinery sitting idle since January of that year while Warri and Kaduna stopped refining in February of the same year, according to available data from the NNPC.

In 2015, Port Harcourt, Kaduna and Warri refineries were idle for eight months, seven months and nine months, respectively, losing N10.05bn, N36.03bn and N21.39bn.

Warri refinery was idle for five months in 2016; KRPC did not refine crude for six months, and PHRC was only idle in September.

In 2017, Kaduna, Warri and Port Harcourt refineries were idle for six, five and two months, respectively, losing N32.61bn, N22.14bn and N11.51bn.

Kaduna refinery did not process crude oil for 11 months in 2018, while Port Harcourt and Warri were idle for seven and three months respectively, losing N31bn, N59.96bn and N41.71bn.

According to the latest data from the NNPC, Kaduna and Port Harcourt refineries remained idle in January this year.

The refineries have a combined installed capacity of 445,000 barrels per day but have continued to operate far below the installed capacity for many years.

The NNPC had planned to rehabilitate the refineries in order to attain a minimum of 90 per cent capacity utilisation, using third-party financiers and the original refinery builders to provide the requisite funding and technical support.

The corporation, its transaction advisers and an inter-ministerial team on refineries rehabilitation, were said to have reviewed expressions of interest from 28 potential financiers.

But after over one and half years, the negotiations with financiers stalled in December 2018 due to varying positions on key commercial terms.

The NNPC said it had abandoned the strategy of seeking offshore funding due to ‘onerous conditions’ demanded by the proposed financiers.

It said it had to resort to immediate direct funding from internal cash flows and debt financing from the financial markets for the rehabilitation project.

On March 21, 2019, the corporation announced the commencement of the first phase of the rehabilitation of the 210,000 bpd capacity Port Harcourt Refinery complex, comprising the 60,000 bpd old refinery built in 1965 and the 150,000bpd new refinery inaugurated in 1989.

It said the project would be executed by Milan-based Maire Tecnimont S.p.A, in collaboration with its Nigerian affiliate, Tecnimont Nigeria.

The Group Managing Director, NNPC, Dr Maikanti Baru, was quoted as saying that at the end of phase 1, the refinery complex should be able to reach 60 per cent capacity utilisation.

The national oil firm said the first phase of the rehabilitation contract, which would run for six months, would involve detailed integrity check and equipment inspection of the Port Harcourt refinery complex beginning from the end of March 2019.

The second phase of the rehabilitation project, which entails a comprehensive revamp of the complex,is aimed at restoring the refinery to a minimum of 90 per cent capacity utilisation.

In November last year, the then Minister of State for Petroleum Resources, Dr Ibe Kachikwu, said the plan to get the ailing refineries to work at almost full capacity would not materialise by 2019.

Earlier on May 4, 2017, the NNPC expressed the commitment to actualise the December 2019 target set by the Federal Government to end the importation of petroleum products into the country.

It said on January 23, 2018, that it was inching closer to arriving at the choice of financiers for the refineries, with the Group Managing Director, Dr Maikanti Baru, saying the agreements on the potential financiers for the refineries were being fine-tuned.

But the NNPC announced in early February that it could not agree with the investors on the commercial terms of the transaction.

Between 1976 and 1989, the Federal Government, through the NNPC, built refineries in Port Harcourt, Warri and Kaduna, in addition to an existing refinery in Port Harcourt, which was built by Shell in 1965 (but later bought over by the NNPC).

But the state of the 445 million-bpd refineries has worsened over the years and no new refinery has been built by the government since 1989, making the country to rely heavily on imports to meet fuel demand.

“We just have to look for ways to ensure adequate internal refining. The advantage of internal refining is that we will have sufficient petroleum products. There is no reason why a litre of kerosene or diesel should cost above N200,” a petroleum expert, Mr Bala Zakka, told our correspondent.

He said the country had been relying on fuel imports for many years, adding that adequate domestic refining would help the country free itself from foreign currency pressure.

Kachikwu said last week, “If you look at the refineries, the first problem we had was that they were not functioning when I assumed office in 2015 and because of the huge apparent fuel scarcity, it was a major problem for me if I had to wait for vessels to arrive each time to meet the delivery timeline. These were the problems. So, I was focused on how to get them working, at least to start, no matter how little and all they gave me was one million litres a day.

“The pipelines that were supplying fuel had all been destroyed and they had entered into a contract before we came in, to supply product by vessels. The cost of those vessels supplied was more than the value of the crude oil that was being supplied. It did not make any financial sense. So, I cancelled that and challenged Nigerians who were in this entity to go and use their money to repair the pipelines.”

A food seller, Mrs Florence Imoh, 58, was electrocuted at her shop at Ikotun, a Lagos suburb in Igando/Ikotun Local Council Development Area, early on Monday morning. A News Agency of Nigeria correspondent reports that Imoh was discovered by neighbours early on Monday morning lying dead in front of her shop located at 12, Shosanya Street, Ijegun road in Ikotun.

Imoh’s neighbour, Mrs Mercy Alomona said she woke up to see the lifeless body of the woman clinging to the metal gates of her shop at around 6:30 a.m. Alomona said that the neighbours later discovered that Imoh’s death was due to a naked wire that supplied electricity from the pole that linked the building.

“Mama Chikodi as Imoh was fondly addressed, was trying to open the iron gate of her shop without noticing the contact and got electrocuted,’’ Alomona explained.

Another resident, Mr Sodiq Bello, said there was faulty electrical wiring in the building where the woman died. “We have searched for the cause of the death, and we noticed that a naked wire was resting on the metallic sides of the roof, which had transmitted to other metallic objects in the shop.

“The building has an electrical defect. “She was trying to come out from the shop when the incident happened. “Mama Chikodi works and sleeps in the shop. She assists her younger sister in cooking and selling of food early morning,’’ Bello said.

In a telephone interview, the District Police Officer, Isheri/Osun Police Station, SP Rafiu Akinlade, said the police was notified of the incident. Akinlade said, “We have been informed and I have called Ikeja Electric about the development, and they have switched off the electricity in the area; this is to allow us to evacuate Imoh’s body.

“I have also directed my officers to go to the scene of the event from where the body was evacuated.” Akinlade said the Cross River State-born Imoh’s body had been taken to Isolo General Hospital mortuary. He said that the incident happened due to lack of insulator protection in the building, and was worsened by the rain. “If the building had an insulator, the insulator would have absorbed and protected the residents from any danger “Residents need to be careful and be vigilant, especially during and after rainfall. “When it rains, it is advisable to avoid touching iron or metal object,’’ the DPO said.

Justice Oyebisi Folayemi Omoleye, a presiding judge of the Court of Appeal has issued an official statement to address the reports containing video and photos showing where she allegedly slapped and confronted a Redeemed church pastor over noise pollution in Ondo State. Speaking through her lawyer, Okedinachi Nelson, Esq, the judge in an official statement said, ‘a member of the RCCG Glory Tabernacle Church, Ijapo Estate, Akure assaulted a sitting justice of the court of Appeal Akure division on Wednesday, 5th of June, 2019‘.

The statement reads in full,

In the past 48 hours the social media has been awash with the fake and concocted story of how Honourable Justice O.F. Omoleye, J.C.A. purportedly invaded the Redeemed Christian Church of Glory Tabernacles, Ijapo Estate, Akure on the 5th of June, 2019 during a church Service.

The fake news further stated that the Honourable Justice attacked an aged woman who fainted and was rushed to the hospital for treatment. Nothing can be farther than the truth. The church in question is illegally built on a canal right beside the residence of the Honourable Justice where she has been living since 1984 before the foundation of the church was laid.

Ever since the emergence of the said Redeemed Church in Ijapo Estate, which is largely a residential estate, it has constituted unabated nuisance to the annoyance of the entire neighbourhood. The honourable Justice through her solicitors in a letter dated 22nd of May, 2019 and addressed to the General Overseer of the Redeemed Christian Church of God, complained about the noise and environmental nuisance constituted by the church.

The said letter unequivocally stated that such noise amounted to a breach of the honourable Justice’s right to quiet possession/ enjoyment of her property. The said judge, who is a widow of almost 30 years, has had continued engagements with the church (which is situated on an illegally acquired plot beside her property) in relation to the constant disturbance of peace both during the daytime and at nighttime every day of the week.

Despite various attempts to mediate peace terms with the church, the church failed severally to keep its side of agreements made. The Justice’s lawyer informed the church of the court action initiated against them on the public disturbance issue, and hence the church Pastorate and Members have been jittery.

In response to the her Lordship’s Solicitors letter, Pastor Dele Oyesola, Pastor-in-Charge of the RCCG, Ondo Province wrote a letter delivered on 6th of June, 2019 at the office of His Lordship’s Solicitors requested for date, time and venue for a meeting between the Church and the said Solicitors in respect of the acts of nuisance complained of. It is pertinent to note that in the letter written on behalf of the church, no reference was made to any of the allegations contained in the fake news being circulated by the church.

On the day in question, the Honourable Justice intended to have a peaceful stay at home but the usual nuisance and uncontrolled noise from the church would not allow her. On the instruction of her lawyer and in furtherance of her intention to gather evidence to present to Pastor Dele Oyesola, Pastor-in-Charge of the RCCG, Ondo Province at the meeting he proposed, the Honourable Justice, decided to take pictures of wares displayed for sale along and on her property , suddenly, one of the church members attacked her from behind, punched her and broke her phone. It took the intervention of her orderly to prevent them from injuring her. The other members came out in their troops cursing her and threatening to attack her.

It is unfortunate that a renowned church like the RCCG would go to extent to sponsor fake news against a sitting Justice of the Court of Appeal who has done nothing wrong but to ask that she be allowed to live in peace. We are all not oblivious of the nuisance that churches and other places of worship constitute in residential areas.

This fake story gained traction simply because the church is all out to harass and bully her. Rather than continue in this campaign of calumny against her, the RCCG should purge itself of the unabated nuisance particularly because the entire Ijapo Estate residents are tired.

The police in France have reportedly arrested the President of Confederation of African Football (CAF), Ahmad Ahmad. Ahmad was arrested in Paris, capital of France, on Thursday, according to The Nation. A secondary school student of the Cedar College, Baruwa, in the Ipaja area of Lagos State, reportedly died after taking a beverage laced with Sniper. The deceased identified as Favour Ekemedili, had taken the beverage while in school and it was gathered that she complained of severe stomach shortly after. She was reportedly rushed to the school’s clinic. When the stomach ache persisted, her classmates who saw when she took the beverage showed the school management the leftover. Upon being examined, it was found to be laced with Sniper, and this prompted the school management to rush her to the General Hospital

Confirming that the secondary school student died after taking a beverage laced with Sniper, the principal said the school management had paid a condolence visit to the family. Punch reported that the deceased’s mother, Nkem, blamed the school management for not properly monitoring her daughter while in their care.
