I believe they will be able to arrange 9ja just like they arrange the killing of one another in their land. The people who kill themselves over land dispute alone, how can they arrange Nigeria. They need to go back home and settle the land disputes and boarder conflicts between them first. After then, they should address the issue of armed robbery, kidnapping otherwise Nigeria will become the 1st Kidnap nation in the world and also the 1st in ranking on armed robbery.
