A social worker has been charged with "intentional child abuse" after her foster child was found tied to the porch of her home with a dead chicken around his neck, UK.
The 11-year-old boy was found shivering and alone with a handcuff around his ankle in Monroe, North Carolina.
Union Country Sheriff's Office Captain Ronnie Whitaker said: "The chicken feet were tied together by a string, and it was hanging around his neck."
"I'm shocked and in disbelief that anyone could do such a thing to another human being, especially a child."
Dorian Lee Harper and social worker Wanda Sua Larson, both 57, have been arrested over the incident.
The boy was found after an officer responded to a complaint next door when he noticed the child and investigated.
Five children have since been removed from the home. Larson is a supervisor at the county's social services department.
Authorities said: "While not present at the time the children were discovered, Larson is accused of being complicit in the ongoing mistreatment of the children."
The pair had adopted four of the children and were acting as foster parents for the 11-year-old who was found on the porch.
The couple have both been charred with "intentional child abuse - inflicting serious injury, false imprisonment, and cruelty to animals (based on the condition of some of the family pets), the sheriff's office revealed.
People in the area were shocked and disgusted at the news.
One neighbour said: "That's some sick people. Sick and ungodly and demonic."
