Why do women who show cleavage get upset when a guy stares at their Bosom s?

Reasonable question. Any reasonable answers?
On the one hand they DO WANT to show their segxwality and impress the guy, on the other they get offended. Do they see it as natural if the guy DOESNT stare at their Bosom s? And Im not talking about a 15 sec stare, Im talking about a 2 second stare.

I wonder why too. If any girl does that and i stare and she gets pissed off asking what I'm looking at I'l calmly tell her it's everything she's put on display.
