Hmmmmm,the only solution here is to help him meet the military,after checking his details,they will pay him all his entitlements that he has not been collecting,he should use it to trace his family&re-unite with them,shikena.

old man, if you lost your ID card, just go to the army office or pension office and report. then you will collect another id card.then rent a house and be living average life simply.then start going to church
