if he really want to stop them, he need to start from the heard, which means from the people that is ruling the country, to be honest with you, those boys are working for some of them, and as you plain to kill them or to take care of them, they will not accept because they will loss something, what they will do now is to get visa for them to leave the country, and they will be back when ever every thing is over, the only  thing you need to do is to ask them who they working for, that will help u to do ur work
