This is a very long topic but I have to be brief. I  will blame both, though the female should have a large share of the blame. Bcos If the famale folks have no base then the men will see nothing to patronise.  But importantly prostitution have some societal values, in that they help to control rapes systematically at the same time put food on the table of some families.
