Why do people join niger chart room but do not chart or call?

Why do people join niger chart room when they know fully that they are not ready to make or keep a friend? i am just upset about it, anyway it"s all good.

Is just that some people are REAL
but some are FRAUDSTARS.
and you find it difficult whom to trust,
Different people are on site with different motives,
some dubious and some genuine
