for me i dey provok my prayer b say if dey neva steal or loot naija money way b d share of those minor it will go wel wit them if nt God of those innocent minor will punish dem in d same measure of their stealing & lootrin.

Nobody should be flogged for hawking including parents, guardians, etc. 

Make a law banning child labour.  When the minors are captured, make them awards of the state and look for better life and treatment for them like paying for their education, giving them shelter, clothing, etc.  What in the world is the Minister of Social Services doing at Abuja?  How about the Minister of Children's Services?  Why are minors being put in jail for selling things on the street?   When has poverty become a crime in Nigeria?

Did the government have a designated area for hawkers and they broke the rules?
