If poverty caused 419 scams, then you'd expect them to come from everywhere... except they seem to come from West Africa rather than (say) Uganda or Mexico or Cambodia. Romania and Albania are the main sources of other internet fraud that can't be blamed on poverty.

It's greed and lack of conscience that leads to 419 scamming.
