Arrest is a right step; shoot at sight? No. 'Cos with systematic drilling and intense torture (up to the point where they'll wish for death but it wont come), some of the idiots would begin to open up.
There's a limit to which the human mind, however strong it is, can endure pain. i know the soldiers can do it but question remains "do they have the intelligence to do it?"
