Norway's Ministry of Culture has adopted a new Gambling Law that places stricter regulations on unlicensed foreign betting firms and their affiliates operating in the country. The new bill, proposed by the government on June 18 and dubbed a "milestone" by Abid Raja, Norway's Minister of Culture and Gender Equality, attempts to bring the country's disparate gambling systems together. Its goal is to "regulate all that gaming in Norway has to offer" and to replace the current three laws.
The 1927 Totalisator Act, 1992 Gambling Act, and 1995 Lottery Act have previously governed Norway's regulated betting sector, which the new act intends to merge into a single legislative and regulatory framework. The move would mean every foreign online casino operating in the country must be duly licensed. In June 2020, Raja recommended to Norway's Stortinget legislative assembly that the country's gambling regulations be overhauled, with the goal of unifying government control of the regulated betting and gaming sector. The minister's new regulations will strengthen the existing rights model, under which the state lottery Norsk Tipping and racing betting operator Norsk Rikshoneypot have exclusive rights to offer high-risk, high-turnover gambling products to Norwegians, while reiterating that unlicensed firms will not be allowed to operate. When it was initially discussed last year, a second major goal of the amended legislation was to eliminate inefficiencies in the governance of Norway's incumbent monopolies, which are supervised by the Lottery Committee, Ministry of Culture, and Ministry of Agriculture and Food.
“I am pleased to finally be able to present the new gambling law, which is a milestone in the government’s work to prevent gambling problems and ensure responsible gambling,” Raja said. “We are tired of foreign gambling companies that do not respect Norwegian law, and that do not operate with proper accountability measures. Therefore, the new law provides the Norwegian Lotteries Authority with new tools for detecting, reacting to and sanctioning violations of the law. This includes, among other things, authority to impose infringement fines.” Strong social responsibility and safe betting standards are included in the new law, with any firm offering gambling in Norway being forced to adopt "the necessary accountability measures," as well as a general prohibition on credit games to combat debt issues.
Additionally, a clause that classifies gambling advertising to juveniles as a criminal offense has been enacted, requiring operators to ‘not go beyond what is necessary to attract players to the legal gaming offers'. Finally, direct marketing of gambling to "people who have reserved themselves against this with the gambling provider," i.e. "people who have self-excluded themselves from any betting and gaming goods or offers," has been designated as a criminal offense. Raja concluded: “Things are happening in the gambling field in Norway. The government has worked consciously for many years with gambling policy, and this is yielding results. “Foreign gambling companies and their payment intermediaries are withdrawing from the Norwegian market, their turnover is declining and advertising is no longer as easy to reach. This is a direct result of a targeted and successful policy in the area.” The proposed reforms will see the Norwegian government maintain its "zero tolerance" stance to unlawful gambling, ensuring the state-owned monopolies Norsk Tipping and Norsk Rikshoneypot are protected.
Faith Okwuego Ejoh, an officer attached to the Delta state police command, has been commended for her selfless act towards some secondary school children. The policewoman covered the school and examination tuition of 19 students of Ezechima Senior Secondary School in Aniocha North local government Area of the state. A customer who tried to enter a bank without wearing a mask has been shot and seriously injured by an armed security guard, according to reports. The shocking incident took place at a branch of Bank of Baroda in Bareilly in the Indian state of Uttar Pradesh.
Maskless customer Rajesh Kumar tried to enter the branch at around 11.30am on Friday June 25. The security guard, Keshav Prasad Mishra, tried to stop him coming in and an angry argument ensued.
Mr Kumar was rushed to hospital while Mishra – who reportedly worked for a third party security firm – has been taken into custody by police. Mishra told arresting officers that he had to open fire when the customer tried to forcibly enter the premises. Rajesh’s wife Priyanka told the Times of India, “My husband had gone to the Bank of Baroda branch where he holds his account to update his passbook. He was not wearing a mask and was denied entry. “After some time,” she added, “he returned with a mask, but the same guard again denied him entry, saying it was lunch time”
She said that there was a brief scuffle between the guard and her husband during which Mr Kumar was shot .
“No one at the bank helped my husband,” she said, “who made a call on my daughter’s mobile phone and informed us about the incident.
“I rushed to the bank where my husband was lying on the floor while none of the bank officials bothered to help him. I took him to hospital in an e-rickshaw.” A statement from the bank reads: "We deeply regret the unfortunate firing incident that took place at Station Road Branch, Bareilly today as a result of a reported altercation between the guard and the victim. The injured [man] has been immediately admitted in the district hospital and is reportedly out of danger. The bank has extended every support (financial and otherwise) to the aggrieved family."
“The guard, who was privately outsourced, has been immediately relieved of his duties and has also been arrested by the police. The bank is working with the police authorities in their investigations.
“We are also conducting an internal investigation through the Bank's security officials in order to ensure that any such random incident also does not happen in future and Customer safety is always ensured”.

There may be total blackout across the country soon. This is because of a looming nationwide strike to be embarked on by electricity workers under the aegis of the National Union of Electricity Employees (NUEE).

A Nigerian pastor has revealed that members of the Indigenous People of Biafra will declare war on President Muhammadu Buhari soon. Olatobiloba Peters, the Senior Pastor of Divine Mercy Church, speaking on Tuesday said this after revealing that he saw the leader of IPOB Nnamdi Kanu in a coffin.
The clergyman said Kanu’s group and followers would declare war on the president should Kanu dies while in custody. He, therefore, urged the Federal Government to be careful in handling Kanu’s matter.
He warned that Kanu’s matter could trigger the mother of all violence in Nigeria. Nigerians should pray seriously against war in this season. I see Nnamdi Kanu in a coffin, he may not come out of his current predicament alive. He said: “I see his followers declaring war on the president and Nigerians as vengeance. Nigeria is at a junction.
“I will advise those in power to handle this case carefully because one misstep could trigger the mother of all violence in Nigeria, his group are seriously aggrieved and planning seriously.
“As a man of God, I say Kanu should be treated with care because I see he is currently fragile and his death would have serious repercussions. “This government should take my words seriously because I see great danger ahead if things are not handled carefully.”
Prior to Kanu’s rearrest, Pastor Peters had disclosed that the IPOB leader may not live till the end of 2021. Kanu is widely believed to have been arrested in Kenya a few weeks ago and was repatriated to Nigeria.
The IPOB leader was re-arraigned before Justice Binta Nyako-led Federal High Court, Abuja to continue his trial. Appearing before the court, Justice Nyako had remanded Kanu in the custody of the Department of State Services, DSS, until the next adjourned date.
A United States Army Veteran, I.J. Onuigbo has described President Muhammadu Buhari as a terrorist saying he does not deserve to be a leader. Onuigbo, an activist, alleged that Buhari hates the Igbo people Her reaction follows the recent re-arrest and extradition of Nnamdi Kanu, leader of the Indigenous People of Biafra, by the Nigerian government.
Onuigbo alleged that Buhari is the ‘real terrorist’ who turns a blind eye to the activities of Boko Haram terrorists and Fulani herdsmen while using force on those fighting against the oppression of the Igbo people.
She noted that Buhari hates Igbo people passionately and has refused to learn from leaders of advanced countries where he goes for his medical trip.
She said, “So Buhari knows how to catch terrorists, I am shocked. I can’t believe that Buhari knows how to catch terrorists but it seems that it is only the Igbo terrorists that Buhari knows how to catch.
“Buhari, why haven’t you caught the terrorists in your backyard? Boko Haram, Fulani herdsmen rampaging and killing people incessantly in Nigeria but you left them and went overseas to catch a terrorist, someone you think is a terrorist because he is Igbo.
“Every other tribe can be terrorists but not an Igbo person, you hate Igbo people. Buhari, you have no business being a president because you are a terrorist!
“You are terrorising Igbo people, you are a terror to the Igbo people. Igbos tiptoe around Nigeria, they don’t walk around in confidence, in peace because they are afraid of what Buhari might do, because the only time you act like you are a president is when something has to do with an Igbo person. You hate Igbo people. When you carry such hate in your heart, you cannot be a leader, talk more of being a president.
“I am calling on Nigerians to wake up and speak against this wickedness from Buhari against Ndigbo. It is not right. In our own land, we cannot be free, we cannot be relaxed because Buhari is president, because he hates the Igbo people.
“My anger is not that he caught Nnamdi Kanu, someone he thinks is a terrorist, my anger is not that he caught him. My anger is that Boko Haram, Fulani herdsmen have been operating in his back yard, he will turn a blind eye when Boko Haram and Fulani herdsmen kill hundreds and thousands of people in his backyard, we won’t hear Buhari’s voice, you won’t even know that Nigeria has a president.
“But Nnamdi Kanu lives abroad, Buhari implemented a coordinated effort to creatively catch him, someone not in Nigeria. Why has Buhari not put in the same effort to catch Boko Haram and herdsmen killing people all over Nigeria and they live in his backyard?
“What Buhari does, he offers Boko Haram terrorist amnesty, rehabilitation. He will say they need amnesty and rehabilitation, they will give them money and put them into Nigerian Army where they continue to kill and torture people.
“But Nnamdi Kanu, what he has been fighting for, in spite of his weakness, what he’s been fighting for is the freedom of Ndigbo, the freedom of Biafrans from this kind of wickedness and Buhari has just justified what Nnamdi has been fighting for.
“Nnamdi has been fighting to separate from Nigeria because Nigerian constitution, system oppresses the Igbo people on top of the fact that Buhari himself as an individual carries a lot of hate for the Igbo people, on top of an oppressive Constitution against the Ndigbo.
”Buhari as an individual has a special hate for Ndigbo, and then he becomes the President, that’s double jeopardy and then you can now see that special hate he has for Ndigbo by what just happened.
“He leaves all the local terrorists, Boko Haram, Fulani herdsmen, bandits killing people every day, causing unrest and insecurity in Nigeria, he will turn a blind eye but Kanu that lives in London, Buhari spent his energy to go and catch Nnamdi Kanu, what is the difference? Because Nnamdi Kanu is Igbo but Boko Haram and Fulani herdsmen are his kinsmen, he leaves them to be massacring Nigerian people, causing fear and unrest but he will go overseas, pass seven oceans and desert to go and catch an Igbo man fighting for freedom for his people.
“Do you see that Buhari is a terrorist, he has no business being a president, a president should be a leader for all, whether he likes them or not is not supposed to be shown? If he hates somebody, he is not supposed to show it as a leader, why can’t you see how other countries operate?
“Buhari, you get sick, you go to other Western countries to get medical help, you see how good they operate but you will not learn from them. You just have that stone-age, uncivilised spirit in you and carry it around and come back to Nigeria and keep oppressing Ndigbo. Ndigbo may be defenceless, you may think that you can do whatever you like, but there is a stronger power.”

Nobel laureate, Wole Soyinka has sent a warning to President Muhammadu Buhari. The popular writer said when truth about how the federal government arrested and extradited leader of the Indigenous People of Biafra, IPOB, Nnamdi Kanu comes out, there will be serious uproar.
He said this during a recent interview with BBC Pidgin. The eminent professor asked the federal government to show eagerness in arresting bandits and terrorists.
He said, “It’s not for me to tell the president to prepare itself because it’s going to be a huge squawk when the truth about how Kanu was arrested comes out. People are alleging this or that. That is one phase whether Nigeria has acted outside international law.
“The second issue, however, has to do with Kanu’s conduct outside the nation. There’s been a level of hate rhetoric which has been unfortunate, from Kanu. Hate rhetoric is an issue that can only be judged by the laws of any nation. “Was it right ‘to have been kidnapped?’ You can say intercepted as much as you want but I think Kanu was kidnapped. That is wrong internationally and morally.
“The government can not wash itself clean on what seems to be a kind of comparative energy in pursuing the destabilised forces in the nation,” he said. “If we take ourselves back, once when I threw a challenge to Buhari, what I expect from a true leader is to issue an order, give a deadline that any illegal occupant of any villages, farms is given 48hours to quit after which the mighty forces of the nation will be unleashed on them. It was ignored.
“Years later, he came to say ‘we will respond to these people in the language they understand’. This is what I expected him to have said years ago, at the beginning of the insurgency. “Their leadership–the Miyetti Allah — should have been arrested years ago, long before IPOB was declared a terrorist organisation.”
Kanu, who is facing an 11-count charge of treason, treasonable felony, terrorism and illegal possession of firearms, among others, jumped bail in 2017 and left the country. The former London estate agent disappeared in 2017 after being released on bail, only to re-emerge in Israel and then in the United Kingdom.
He was re-arraigned before a Federal High Court in Abuja on Tuesday and ordered to be remanded in the custody of the DSS, while the case was adjourned till July 26 and July 27. The Federal Government said security and intelligence agencies were on the trail of Kanu for over two years before he was re-arrested, adding that the head of the outlawed IPOB movement was detained again on Sunday – without giving details on the location of his arrest. Kanu was initially arrested in late 2015 after calling for a separate state for Biafra, in South-East Nigeria. His detention sparked mass protests and clashes with security services.
Members of Katsina State Peoples Democratic Party Social Media Organization were said to have commenced sharpening their skills in the use of locally made catapults for self defense against armed bandits.
Tagged, “Operation Catapult Shoot”, the youths claimed that they embarked on the exercise in response to Governor Aminu Ballo Masari’s directive to people of the State to defend themselves against bandits’ attacks.
The State Chairman of the Organization, Comrade Nuraddeen Adam Kankara Tina led other members of the social media group to launch the exercise in Katsina metropolis. He was quoted as saying, “We embark on the exercise in compliance with the recent directive issued by the Katsina State government and we are determined to expand the exercise across local government areas of the state”.
Recall that, Katsina State Governor, Aminu Bello Masari during the inauguration of Katsina Joint Security Operations and Communication Control Centre, described as ridiculous why people in the state are not defending themselves against bandits’ attack. He said, “Why should I sit in my village and be only making telephone calls without doing anything?
“Every bandit, every criminal has an address, has a location, and they are human beings like us. The only difference is that they have taken arms against us; does it mean we have nothing to take against them?”
Oduduwa Nation agitator, Sunday Adeyemo, popularly known as Sunday Igboho, has boasted in a new video that he will not be intimidated by the Nigerian police. Sunday Igboho was seen in the video boasting that if 1,000 policemen come to his house in Ibadan to arrest him, hardly 100 of them return to their base.
According to him, if a hundred of the 1,000 policemen manage to escape his judgment, it might be that they disappear spiritually. His words: “If you want to arrest me, come. I live in Soka. Make sure you come with a net and wheelbarrow. And don’t come at night. If about 1,000 of you come at night, if 100 return, it means you use spiritual powers to disappear. I am not the type that can be intimidated by the police,” Sunday Igboho boasted in the video.
Security operatives invaded Sunday Igboho’s house in the early hours of Thursday, killing two of his aides in a gun duel. The DSS later paraded 12 persons arrested at his residence in Soka, Ibadan, the Oyo State capital.
While Sunday Igboho was said to have escaped during the gun battle that lasted for an hour, the DSS advised him to surrender himself to any security agency. About seven AK-47 assault rifles and three pump action guns were reportedly recovered from his house during the night raid. But, Igboho denied being in possession of firearms and ammunition, saying he only protects himself with traditional powers.
