The recent Nobel awards

The recent awards by the Nobel awards committee awarded President Barack Obama of the United States the Nobel Prize for peace for his efforts towards global peace by encouraging dialogue. Now the issue is that the Nobel Peace Prize had always been awarded to someone who had actually achieved something, eg our dear own Nelson Mandela.
The logic here is that, the nominations for this award opened in September 2008 and closed in February 2009(two weeks after Obama was sworn in, in January 2009).
So, does it mean Obama got nominated for the awards even before he was sworn in as president(which is actually when he started his diplomatic policies) or in just the two weeks he was president before the closure of nominations for the awards, he had done enough to deserve the awards?
Well, you either think he deserves the award, he doesn't, he deserves it but not till he has achieved his goals, he never deserves it or maybe he deserves it.
