the explosion shook the foundation of the two-storey building of the commission’s office and caused residents to scamper for safety.
Shrapnel of glass littered the building including the administrative office, which was heavily affected by the explosion.
The explosion, it was learnt, pierced a hole through the granite floor at the second stairs of the building and ripped-open part of its roof.
The incident happened at about 8.00 pm on Monday after the workers had closed from work.
Sources said the explosion sent shivers down the spine of the people in the neighborhood.
“We thought it was militant attack at the initial stage, so we started running. Shops were hurriedly locked and people just went to sleep until Tuesday morning when the people visited the scene of the explosion. ”

Eyewitness said the explosion may have been caused by a burst compressor of the air conditioner as a result of power. Another source however said a time explosive device may have been planted in the air conditioner which triggered off at the targeted time.
It was not clear what caused the explosion as the compressor was intact but the AC was damaged beyond repairs.
Police bomb experts however ruled out bomb attack.
A detachment of anti-riot police and conventional policemen were seen yesterday at the commission’s office when this correspondent visited. While workers of the commission were seen going about their normal duties after the initial shock which the explosion sent across to the area.
Meanwhile, visitors, including youths who used to throng the commission’s office for one transaction or the other, have stayed away since police mounted surveillance on the building.
Yesterday, anti-bomb experts from the state police command disclosed that the explosion was not caused by bomb but came from a faulty AC.
NDDC’s commissioner in the state, Elder Emma Ogidi, who briefed newsmen on the incident, allayed the fear of residents that another bomb had rocked Warri, saying, it was not a bomb threat but an explosion caused by a faulty AC.
“It wasn’t a bomb explosion. Police sent expert here and confirmed that it was AC that was faulty but the incident would make into relocate. We will try to repair whatever we can repair until we move to somewhere else”.
He disclosed however that some youths have been coming to the commission’s office, threatening to make the place ungovernable and the police are investigating the issue
Ogidi, who was flanked by the Press Secretary to the state governor, Linus Chime, noted that the explosion have nothing to do with youths agitating for employment and skill acquisitions.
