SECTION 358 of the criminal code provides that a convincted rapist should be kept behind bar for life while attempted rape is 14 years imprisonment.
Similarly, section 218 approves life imprisonment for defilement of 13 years, 5 years, 2 years and 1 year old girl. One had expected these provisions to deter men who are delighted in the criminal act, but it has not. molesting of girls both the grown up ones and toddler have been on the increase in recent time.
Except in few cases where outsiders were involved, close members of the family or people who the girls trusted were often the ones molesting them.They could be the father, father’s friend, mother’s friend, an uncle, cousin, a neighbour, co-tenant and even a sibling.
Rape could take the form of penetration, rubbing of the girl’s Bosom s, buttock, private part and other things. Ladies who had been raped are often disturbed emotionally and could remain in that position for a very long time.
However, some are of the view that the provisions had not detered people from committing the crime, hence the call for inclusion of castration in the nation’s criminal code.
The proponents were quick to refer to some countries in Africa and Europe where castration had been used as punishment for the rapists.
According to Dr Olumuyiwa Olugbesan of JVM Hospital, Ibadan, castration implies surgical removal of the gonads either in a male which is represented by the testes or in the female represented by the ovaries.
Dr Olugbesan said, “ once you castrate, the person is no longer able to reproduce because you have removed the source of either spermatozoan in the male and eggs in the female.
“The wider implication of castration especially in a male is that once you have removed the gonads, the sex drive becomes almost zero, there will be no urge to have sex, the libido is reduced,the muscle mass is also reduced, the patient becomes flabby because the hormones which controls urge to have sex is no longer there. He might be able to have erection, but to have it will be a great task”
In Czech Republic, castration of rapists is legal. Both surgical and chemical castration are used while surgical castration is outright removal of man’s testes, chemical castration is a form of medication administered to compulsive segxwal offenders in efforts to reduce their sex drive.
Denmark, Spain and Sweden have allowed chemical castration, while Poland passed a law making chemical castration mandatory for those having segxwal attraction felt towards children. Some fathers who are fond of assaulting either their daughters or other underaged girls if convicted are made to have chemical castration in Poland.
In the United States of America, castration is allowed as an option usually in exchange for lighter sentences. In Texas, while surgical castration for repeat offenders is allowed, in California, Georgia, Muritana, Florida and Louisiana, chemical castration is allowed.
Similarly, castration has been proposed by the Zimbabwean parliament. The Minister of Women’s Affairs, Gender and Community Development, Olivia Muchena told the parliament that rape should be treated like first degree murder and castration to be part of the punishment.
A criminologist, Dr Rasheed Okunola of the Department of Sociology, University of Ibadan said application of castration in Nigeria can have a rebounding effect especially if the culprit knows that if he is caught, he would be castrated, he would be much more daring and desperate to the extent that he might kill the lady.
