The man waving is a former Tanzanian Revenue Authority boss, Harry Kitilya carrying a bucket of water in prison He is currently in jail for money laundering, corruption and theft of public funds.  He is also involved in a $600m bibery scandal involving London-based ICBC Standard Bank.
