HEAVY DUTY VEHICLES SHOULD BE REGULATED TO MOVE ONLY BETWEEN 11pm AND 5am.
 SEVERAL LIVES HAVE BEEN LOST THIS YEAR ALONE DUE TO THIS.
ISN'T THIS AVOIDABLE?
