Does civil plane have parachutes on board?

i and my friends having an arguement:
is it in the aviation law to have a parachute in a civil plane?

.............Una dey argue, why una no tell me since. i get one plane for my backyard wey bomb but as una dey argue no problem make una come we go fly then at the middle of no where i go allow the plane to crash................ then the argue go just dey clear before the both of una.
