High risk trading goes on in investment banking all the time. The difference with rogue trading is that in this case, the trader is taking more risks than is allowed or can be covered by the usual channels. It does not necessarily mean that the guy is in possession of the money. Simply put, the guy gambled away the bank's money.
Anyway, it's a financial crime and such practices have wrecked whole banks in the past.

Kweku Adoboli made unauthorized trading resulting in huge loses. He did
not steal any money. What he is guilty of is treating his bank as a casino.
He gambled big and lost big. He tried to hide his irresponsible trading by
making bigger trades, with the hope of making up loses. Luck was not on
 his side. He will end up spending time in prison.
His next address for the next few years will be a prison cell somewhere in
UK…goodbye to his expensive education and elite lifestyle.
Another African took a shortcut and got burnt.
