3 PEOPLE KILLED 20 PEOPLE. THE PENALTY SHOULD BE THAT THE RELATIVES OF THOSE CULPRITS SUMMED UP TO 3 TIMES THE NUMBER OF THE PEOPLE THEY KILLED SHOULD BE KILLED AS WELL TO SERVE AS SERIOUS DETERANT TO OTHER WOULD BE KILLERS,
