@Poster this makes no sense to me, I see why the Nigeria embassy might not mitigate, where do you start to represent such people? Who have no respect for foreign laws! or who thinks they can change a foreign country where they failed to change theirs. They were aware of the law before they decided to ignore, abuse and disobey it. Nigeria embassy should only send them a lawyer who would assist them to contact their relatives back in Nigeria to pay the necessary fines and purchase their ticket. If you go to the Chinese embassy in Lagos today there are so many others heading to thesame china to overstay as if they would be invincible to the authorities. Those our bro over there are dumb!
We are quick to blame govt for everything but guess what! in reality who is govt?? we the people are! Yaradua is not singlarly the govt, he is simply a representative of the system. In the North Africa countries for example, Nigeria ladies blame pimps a.k.a human traffickers for decieving them with decent jobs in europe when we all know in reality these people begged to travel for prostitution in Benin it is a family to family begging and an agreements are drafted using voodoo and so on!..but when they get to most european countries, in order for them to get their papers they tell fast track lies of human trafficking so as to gain sympathy from the host countries and granted indefinite stay. those who have not been successful and stranded or tired of the long wait of cross to europe are now telling the same fast track lies to gain sympathy from the Nigeria govt for free repatriation.  
People who travelled out to hang in foreign lands are the worst citizen a country can have, not only would the funds which they wasted have assisted them in setting up a small business at home, it could make them become self dependent and an employer of labor.

I think the FG should start imposing specific tax on people leaving the country to  countries where deportation isn't free by the host country. E.g Singapore,Malaysia, most SE Asia countries, Russia, China, India, all African countries in exception of South Africa which already demand deportation deposit. Taxes ranging from $200 on each traveller should be impose so that during deportation crises the fund can be used to assist them. It will be immoral for the govt. to use the funds which could  provide electricity,good roads, jobs,education and water for those who decided to stay and weather the storm no matter how long it takes them, and assist those who wore baggy pants and spoke china slangs at the airport with glitter over them before departing for hell (china). Not to forget that this same people are partly responsible for the upward demand for the dollar which often leads to higher dollar price against the naira.

Alternatively if the said taxes cannot be impose and govt feel obligated to repatriate them the system should set-up alternatives to retrive the money back, either through a bailing system where their relatives in Nigeria comes to bail them out or special police forces follows them home to seize valuable e.g cars houses which will be sold/auctioned to retrive the flight ticket or an employment to make them pay back. E.g a govt. deportation farm camp where such deportees would be housed and made to work in a govt farm for the number of months that it will take them to repay the repatriated fee. Such camp should be heavily guarded by special forces anyone caught trying to escape should be jailed for life for playing with the govt intention.

I know these are tough suggestions, but the crimes are equally tough crimes capable of derailing the already derailed plan of govt to provide basic amenities for its people, besides Idiagbon showed us that the only language a Nigerian man understand is TOUGH!
Nigerians should understand that life is a serious business and once over the age of 18yrs is free in life again. Even water isnt free cos one will have to move to fetch it.
