I think FIFA is getting it wrong. I really think this guy needs psychiatric evaluation to determine if he is mentally fit to play on a pitch with humans before they consider any ban.
The poor guy may need help and they are banning and fining him instead.
They shouldn't wait until he is drooling all over himself and chasing referees and spectators on the pitch to bite them before they realize he is unwell.
