Poster, this is typical of what we are talking about regarding bad English: "Rotimi Amaechi fails Senate clearance", is complete thought or sentence. Then "Not listed to be screen" (I guess u meant, to be screened) is another thought but not an independent statement. U could have used a comma or any other conjunction for a continued thought process.
