
The Independent National Electoral Commission (INEC) has confirmed that it will restart the nationwide Continuous Voter Registration (CVR) process in February 2025, after a break that began in July 2022.
According to a memo issued on November 20, 2024, by INEC Secretary Rose Oriaran-Anthony, the voter registration will initially take place at the Local Government Area (LGA) level before expanding to other registration areas. The memo directs Resident Electoral Commissioners (RECs) to make the necessary preparations for the exercise.
Key areas for preparation outlined in the memo include ensuring the readiness of INEC’s Voter Enrolment Devices (IVED), printers (both coloured and black/white heavy-duty), as well as the availability of CVR forms and other materials. Additionally, the commission is requesting the identification of staff to serve as voter registration officials and the preparation of data on uncollected Permanent Voters’ Cards (PVCs), which will be made available during the exercise.
INEC had previously suspended the CVR in July 2022 in the lead-up to the 2023 general elections, though voter registration continued in states holding off-cycle elections. The resumption of the nationwide CVR is expected to help increase voter participation in future elections.
