
The House of Representatives yesterday mandated its Committee on Police Affairs to investigate the alleged order by the Assistant Inspector General of Police (AIG), Zone II, Mr. Mbu Joseph Mbu, to police officers and men in his command to kill in retaliation, if any of them is killed during the forthcoming elections. The House took the decision after adopting a motion sponsored by Hon. Ali Madaki (APC, Kano).
In adopting the motion, the House condemned the threat and directed the Inspector General of Police (IGP), Mr. Suleiman Abba, to prevent Mbu from playing any role during the general elections. In the motion titled: “Violation of the constitution and disrespect to the Rule of Law by Assistant Inspector General of Police (AIG) Mbu Joseph Mbu,” Madaki prayed the House to order the police authorities to take other disciplinary measures against Mbu. Madaki said he considered the statement credited to an officer of Mbu’s status as unbefitting.
But another member, Hon. Linus Okorie (PDP, Ebonyi), who raised a point of order challenging the motion, said Madaki’s prayers before the House was judgmental and had breached the constitutional rights to fair hearing of Mbu. The arguments momentarily stalled the proceedings of the House, until the Deputy Speaker Emeka Ihedioha advised Madaki to amend the prayers that the relevant committee of the House be mandated to investigate the allegations and report back to the House. After Madaki had amended the motion in compliance with the Deputy Speaker’s suggestion, the House adopted it.
Mbu, during a visit to the Ogun State Police Command, had allegedly directed police personnel to ensure that they kill at least 20 civilians for every policeman killed during the general elections. According to reports, Mbu explained that since policemen are also human beings, they should be ready to take revenge on any violent group(s) that might attack them or other innocent citizens. “If one of my men is killed, I shall kill 20 of them (civilians), but don’t shoot first. If they shoot you, shoot back in self-defence. Anybody who fires at you, fire at him back in self-defence.
“If hoodlums or touts decide to be lawless; carrying knives, carrying illegal firearms and shooting at my policemen, if they shoot at my policemen and they are a hundred or 200, my policemen will not be looking at them. They will reply back in self defence,” Mbu had said. But shortly after his controversial statement, the IGP, in a tacit denouncement of Mbu’s position, reaffirmed the commitment of the police to the protection of lives and property, warning police personnel against embarking on reprisals.
