Could be caused by both points you mentioned and also more, it differs from people who choose to be that. Some can be caused by lack of time to get to know another, segxwal abstentions, religious vow not to marry or bad experience from past relationships. it depends on what makes one to be a Celibate. still it doesn't mean they don't like to have inter-course  of course, they do want to.
