Juvenile deliquency What is the cause ?

if you notice our society this days you see the youth doing all sort of things beyond their age....Eg Smoking,Clubbing,Drinkin achohol, what is the cause?

Secondly, who is to be blamed the government or their Parents?

but at same time...they need proper education on d side effects.
inadequate parental love nd attention
environment...school nd residential areas
their peer groups

dat is where  both education nd constant counselling...
love nd attention all come into play.

u can't divorce one 4rm anoda(government nd parenting)
