I think it depends on the situation and the personality of the couple.
SITUATION:
Financial situation-engagement ring is not as expensive as wedding ring and there is usually no gathering/entertaiment for engagment
Family Situation-you may be engaged but due to family issues the wedding may delay
Spiritual situation-.....
