Why West Africa Doesn't Perform well in the Olympic Games ?

Just came across http://www.kinituntun.co.uk/blog/no-olympic-victory-for-west-africaand the question came up, why doesn't west African countries do well in the Olympic Games. Is it that there is not enough interest in the community ? Has society not progressed ? are we still in the era 'My Child will be a Doctor/Lawyer/Engineer' ? Or is it the fault of the government ? Jonathon or anyone else ? Who is to blame and what is the way forward ?

What West African country has won any medals so far ? Do some research - it will be a celebration to win more than 10 in the entire games for any west african country ! No be only naija oh! Ghana won 0 medals in 200x
