A home disorderliness is majorly caused by who?

The home we all know to be father mother and kids in nigeria is majorly distorted by who pls i need to know cos i have a case at hand to be tacked i need ideas.

both people involved in running the home. where one person slackens, the other should be ready to pick up from there. so if there's a case of disorderliness, both mother and father(or all partners involved) should be held responsible
