The Militants numbering over 183 were sent to Ghana by the Nigerian Government to train in Underwater Wielding . Observers in Ghana says none of the militants ever  attended a day of training in any Ghana institution. Ghana state owned Newspaper said they were arrested by the police in the western region because of growing fear amongst Ghanaians that that their presence would give birth to rebel activity in the oil producing Western region of Ghana.
