I strongly agree with Omatu, it has to start somehwere and the state level is the best place to start it all, and let me say the Hausa's are not fools, and will never be one regardless of what people think, they rule Nigeria because they are majority and they can easily unit to a cause.

There is no one man that can solve the problems of 9ja. Yes us Hausas have been in power but name any administration that didnt have ample representation from all zones.
The federal executive councils of every past administration consisits of Hausas, Igbo, Yoruba & other Minorities. A minister is given a fat Budget with the authority to transform whatever sector of the economy he is given.
The Obasanjo Admins was a very useless adminstrtn. but does one blame the Yoruba? I wudnt.

Bonz - You may have addressed the real issue at hand.  I do not think that the allocations of the funds are being appropriately done if what you describe is actually what is taking place.  All the budget given to each state must have a reason for receiving that budget.  Was money allocated for a highway?  Was money allocated for job creation?  Was money allocated for health issues?   Was it allocated for environmental issues?  In that way accountability is strengthened from the beginning.

The governor, senator or congress member should table their budget and reasons and it must be approved before it is given, otherwise, if you allocate money for them to decide what to do with the money, then you cannot blame them if they spend it on their own self and family.    The common citizen will know whether their money is being spent appropriately.  If such things are done properly, there may be states that may require more money than others based on their needs.
