well am sure the ladies have a choice if to wear trouser or skirt so its no big deal...infact they should make it shorter ma sef...bum skirt

Well, from my own experience as an ex-corper in Nigeria, no NYSC officer would give corp-members skirt in camp. But some corp-members  because of the religious beliefs take the trousers and turn it to skirt.
