well it depends,a child mind is usually blank so they dont know good from bad,I know a friend who never puts sugar in her tea but does so when she drinks coffee,this is because she was told drinking tea with sugar is bad and that is what she upheld till this day.anyways my mum undressed infront of us and we didnt see this as bad but dad never did so if he started doing so we will have a fit cos we have beeen conditioned that way.so you can start now to call for privacy but dont make them feel guilty or bad,just say kids mum wants to dress up and she needs privacy go play downstairs.
and for those saying you have to explain body part how sick is that in this modern age?if you as a parent dont teach your kids body parts they definitely will learn from someone else and it wont be in a healthy way,so parents dont shy away ,get a drawing and teach them the healthy way call a penis a penis and honeypot a honeypot so they know what it is in the correct language.and tell them they must never allow anybody touch them in their private area(the good and bad touch) and if anybody should they should shout and say mummy said nobody should touch me there,and tell them to tell you if any one dares do that,n/b while doing this do it in a friendly manner and not in a threatening way so they dont get scared and you unapproachable if ever it happens.this will decrease child molestation.

The best time is between 1-2yrs. But even at that You should not delay to explain to your kids any question that will arise as regards to the parts of the body.
