Controversy around driver’s licence rages in Lagos

Most Lagos drivers seem to have reached their wits-end concerning their driver’s licences. It’s like there is conspiracy among the Police, officials of the Federal Road Safety Commission, FRSC and Vehicle Inspection Officers, VIOs, to declare every driver’s licence they examine as fake.
Recently, the Chief Vehicle Officer, of the Vehicle Inspection Service, VIS, in Lagos,. Gboyega Toriola, an engineer, declared that over 90 percent of drivers in the state have fake driver’s license.

He expressed worry that most of the licences were got through back door without electronic capture and other security features.
Issuance of UDLS
According to Toriola, the issuance of new Unified Drivers’ Licencing Scheme, UDLS, is in full operation with all logistics required in place.
The scheme is a tripartite arrangement among the Motor Vehicle Administration Agency, MVAA, the Vehicle Inspection Service, VIS and FRSC.
According to a government source, who assured that the scheme is full-proof, the licence should cost about N6,000 for new applicants .
The MVAA, which is the first contact point in the new scheme, is in charge of processing the information of the applicants, the VIS conducts proficiency tests on the applicants and only those who are cleared and certified fit to drive after the test are referred to the FRSC for physical photo capture and bio- metrics.
The driver’s licence, which is printed by the FRSC is then issued to the applicants by the MVAA at the various designated drivers’ licence centres in the state.
According to the state government, any other process aside from the one above is not genuine as the direct physical capture of bio- data has made the process and issuance of driver’s license through proxies a thing of the past.

The issuing centres are: Ojodu, FRSC yard; Ikeja, Old Lagos State Secretariat; Ikorodu, Ojo and Lagos Island
According to Transportation ministry’s statistics, in the last one-year, a total of 45, 644 applicants are on the queue having registered with the ministry for the new drivers’ license.
A total of 1.114,429 vehicles were duly registered in Lagos between year 2007 and 2011.
The process flow of the new Unified Drivers’ License, UDL
*Download Driver’s Licence application form the net via www.nigeriadriverslicence.org
*Visit Motor vehicle Administration Agency Office at any driver’s licence station who will assist with downloading of application form and generate payment ID
*Payment to be made at Lagos State Government designated banks
*Proceed to vehicle Inspection Service Office, VIS, for oral, written and vision test.
*Fresh application to visit Vehicle Inspection Service Office for written test lecture and driving test.
*Get referred to Motor Vehicle Administration Officer for endorsement and scheduling for biometrics if successful;
*Renewal applicants to visit Vehicle Administration Officer who will conduct written test before referral to Motor Vehicle Administration Agency and scheduling for biometrics.
*Proceed for biometrics and physical capture at the FRSC office.
*Collection of license by applicants from Motor Vehicle Administration Agency Office after 60 days of receipt of temporary Drivers’ License.

Still rubbish if people who don't know the rules of the road are handed a driving permit.

By the way, the FRSC should be scrapped, they are just useless
