He said the provisions for state creation were very complex, especially the requirement for approval of the federal and state legislature before the exercise can be concluded.
Sani declared at the weekend in Gusau, Zamfara State capital, that the “processes and procedures involved in amending the 1999 Constitution to pave way for the creation of any state by both the executive arm of government, the National and State Assemblies, were difficult to meet.”
He told reporters that the constitutional amendment could only be possible on minor areas that focus on the wellbeing of the Nigerians.
Sani continued: “There are so many things wrong with the 1999 Constitution, but there are only a very few areas that can be amended because the process and procedure of amending Nigeria’s Constitution requires four over five of the National Assembly members and two-thirds of the states’ assemblies (24 states).”
On the current move by the Action Congress of Nigeria (ACN) and the Congress for Progressive Change (CPC) to merge for the 2015 presidency, Sani said it would not work because of the personal interests had superseded national goals.
